Higher Duty Regime

This book is for those affected by the new Decree No. 409/2025 Coll. of 14 October 2025 on security measures for regulated service providers in the higher obligations regime, which accompanies the new Cybersecurity Act No. 264/2025 Coll. (hereinafter the Decree and the Act or ZoKB). It is for those who, after months of various courses, webinars, and consultations, are embarking on the journey of its implementation, starting on 1 November 2025.

It is intended for managers of regulated entities – providers of regulated services – who now bear direct responsibility and must implement the Act's requirements within their organisation. It is also intended for consultants who will be assisting them in this process. For those regulated under the lower obligations regime, it can serve as a suitable guide.

The book contains recommendations on how to address cybersecurity in line with the new Act, while also making it as accessible as possible to people within regulated organisations so that they embrace it as part of their work and take ownership of it.
