Bigend paid for everything. Milgrim speaks flawless, distinctive Russian and notices a lot of things. No one notices him. That makes him a man for all the money, even though Bigend paid more for him than he did for his armoured supercar of cartel proportions. Army culture is beginning to seep into the street.
